The positioning was done as a matter of protocol based on seniority in office. Trump stood before the French President Emmanuel Macron, who has less seniority than Trump. He was elected in May while trump took office in January.
In the second row is prime ministers and heads of government. Guests such as the heads of international organizations are banished to the back row.
